My first thought is the 5 college area around Noho or Martha's Vinyard

Easthampton is within a walk down the rail trail from Northampton and is still relatively affordable (as much as anything is in MA)

The emergency shelter system is not exclusively for people that aren't from here - it is for the people on the street corner too.
