You'll lose this one unless you get lucky BUT if you have other points for infractions you might fight it on the chance you win to keep the insurance surcharges down....
I say this as someone who was pulled over for 63-MPH on 128 25-years ago. I fought it, and despite the trooper not showing (sent a fill-in) I still lost!
EDIT: Looks like you have a speeding ticket from a few weeks back? 93 in a 75? Good luck.

If you suspect the heaters you could purchase two of these (https://www.amazon.com/P3-P4400-Electricity-Usage-Monitor/dp/B00009MDBU) and put one on each. Just reset the counter before you leave and check it when you return.
Or just assume its the tax for ensuring an unheated, or modestly heated, structure in a cold climate doesn't suffer from frozen pipes if you're not draining them.

You're spending an average of <$18/month on electricity with an EV in the stable and you're complaining? From the outside it appears you've completely offset your house and reduced transportation energy costs to <$18/month. That'd be a win in my book since I currently pay $40/week for gas in my car.

Heat pumps are great. If you are doing new construction you might consider looking at a geothermal HP as well. A lot of folks question it due to the initial cost of the well but the folks I know with them swear by them. Heat. Hot water. A/C.

Seal before you insulate... MassSave will come do it for you. They'll get all of those nooks & crannies where pipes and wires penetrate the wall. They even took care of the electrical boxes for the pull-lights in our closets!?!

I was thinking along the lines of the Portsmouth/Salem/Nashua, Pawtucket/Providence/Woonsocket, and Enfield/Windsor/Hartford areas in particular.
