A number of local artists have booths at the Christmas Market at Gallery Place. There are some at Eastern Market. There are other Christmas markets as well.

My neighbor is getting trees removed and put through a chipper for the second day in a row. Other neighbors are using leaf blowers non-stop.
I moved from noisy Capitol Hill to "quieter" upper northwest a few years ago. It's not really quieter, just different noise.

Cleveland Park/Van Ness area. You'd be close to Rock Creek Park, which has endless possibilities for walking.
You'd ride the Red Line to Farragutt North, about 15 minutes.

Yes. Every time I've driven through Dupont Circle with the light I've had to beep at pedestrians ooking at their phones and walking against the light.

I agree: get your councilmember involved.
I had an issue and was getting threatening letters but had no way to contact anyone to clear it up. No one answers the phone and i had no other way to contact them. My councilmember's constituent services staff had the relevant OTR supervisor call me the next day after i submitted my issue to them, and everything was cleared up on day two.
My councilmember had a constituent issue form on their webpage and I used that rather than call.
