The only thing I can think of it’s a pedestrian bridge. Snowden is such a wide road the pedestrian signal would take forever

I’d bet the congestion is less about one lane each way and more due to the fact that people can’t go 50mph anymore. I grew up in Sewells Orchard and we knew that you never try to cross Oakland Mills Road because people drive too fast.

The big thing for me was the added cross walks and reducing it to one lane of cars. The added left hand turn lanes are a big deal too. It’s a lot safer to cross that road now. The bike lanes are just a bonus.

I grew up there and would move back in a heart beat if I could afford it. There’s a playground on the main drag of the neighborhood. And it’s an “out parcel” so you don’t have to pay CA dues.

I haven’t been in a while but I can tell you about traffic. the venue is right of Rt29 but there is often a big backup of cars waiting to get in when there are big shows. I’d add time to your trip to account for that, even though the venue is right off the highway.

I’m pretty dubious of anything affiliated with the Catholic Church but spent a lot of hours volunteering for their Immigrant Legal Services program. They help people file asylum, green card, and citizenship applications, prepare for interviews, and even have ESOL classes — all for free.
