Minarchism, i.e. a night watchman state (Robert Nozick), is considered a strand in libertarianism. Whether policing slander is a function of that state is open for debate.

Read up on "minarchism", a position in broad libertarianism that allows for a minimal state.

Yes. Also Un-constitutional, but, expecting the government to abide by the rules is probably too much.

Already legal under the NH Constitution, there's no exception for felons. But, the NH Supreme Court justices cannot read very well, probably because they went to government schools, so...

It's not a voter problem, it is a problem inherent in government. How can one institution with one set of rules represent all the interests of all the people? No two persons hold the same position on all the issues, which means voters have to pick the top (for them) issue or two to vote on.
