Every time I hear talk about ROI wrt education I cringe.

Think hard about what education you would pursue if you had a guaranteed income for life so you could work at whatever you want or not at all. Would you forego education? If yes then ROI is all you need to consider when you go to college. Otherwise put that dream education first, ROI second. If RIC offers what you want, you are lucky.

You are a human being, not a corporation, a brand or a financial instrument.

What makes you think I needed to have this explained to me?

We are both saying the same thing. There are 2 systems of justice: Crimes that can only be committed by privileged people are politely handled in one system. Another system of violence, profiling, intimidation and so called street justice applies to other kinds of people.

Media (with your assistance here on reddit) stir up outrage over crimes committed by poor people in disproportion to the harm inflicted by privileged wrongdoers.

We only differ in that you seem to think this is fine while I do not.

South Water may not be the most convenient bike route from downcity or the East Side. That protected lane ends awkwardly north and south. However it gets relocated, South Water must not revert to 2 wide highway-style traffic lanes so 40 mph traffic again separates a park from a neighborhood and degrades the vibe of the park. Speed limits, signs, lights, paint on the pavement, speed cameras - none of this works. Street design must make it physically impossible to drive like that.

I use the R line a bit more than I would if I had to pay each time. I really notice the time saved when people can just get on. Most importantly, the service is almost pretty damn good.

If there is a choice between great service at affordable cost or crappy free service, most people would rather pay. (edit: getting to work consistently on time can matter even more when you do not have a lot of money)

I think an honor system for payment would lose less $ to fare evaders than it would save in collection related expenses. That crappy app is going to have be patched and updated forever. Better to pay drivers than coders. If the service is good, all but very few people who can truly afford to pay will pony up.

Suburban park and ride service is longer than most other trips. It is easy to collect fares without delaying the bus. If their destination is not right downtown, people will use park and ride only if the final leg is a short wait for efficient in-town service at no extra fare. Also, I think infrequency and the risk of being stuck in town after the last bus keeps people away from park and ride more than would paying a fare comparable to in-town parking.

It will be well spent if the improvements fully connect places people actually need to go which can only be achieved by replacing some vehicular lanes and parking spaces.

I fear what happens instead is this money gets spent on surveys, studies, proposals and planners attending meetings where everything that might actually work gets nimby-ed to death. Then, if money remains, random segments of bike lane get built where there is least resistance, and the city remains too dangerous for kids to ride bikes to school.

If you have any friends who have houseplants, it's just a matter of time until one of them will be happy to give you cuttings that you can root and grow. Buy soil and pots at Job Lot. Avocado pits are instant houseplants. Look online for how to grow one.
