Not all Eastern Europe countries belonged to the Soviet Union. E.g. Poland, Slovakia, Czech Republic, Romania, were under the influence of the Soviet Union but technically they didn’t belong to the Soviet Union.

In general it’s quite common among rap artists to make pop culture references.
