Probably means the kickbacks the contractors give so they can get favorable contracts covering cost overruns.
Philly isn't really known for running a tight ship fiscally.

You should read the article. It talks about how far back the gas lobby influence has been going on. Definitely predates Corbett.

Democrats controlled the House last in 2010 and the Senate in 1993.
