Yes. Expanding the West Busway to the airport and directly to downtown (as was originally planned) is the way. It does everything a T expansion would do, but better, more connected, and for a fraction of the cost.
My dream transit future is a West Busway with two branches to the airport and to Bridgeville, and that terminates directly downtown, and an East Busway with two branches to Monroeville and McKeesport. One seat travel from Monroeville to the airport.

That’s not what it says. The provision would prohibit a sitting councilmember from being a candidate for a different office without resigning from council. Obviously if the councilmember wins, they’d resign their council seat. But it’s not unusual for a sitting officeholder to run for a different office, lose that election, and just continue being in the seat they already had.

Yes, it happens.
In fact, I know someone who paid their copay at their appointment, only to have their payment be credited to someone else’s account, which they learned when they were billed for it a few weeks later. Always get a receipt!
