That's lovely, and brings me back to when I was in high school in the '80s and a bunch of us who all changed trains at Grand Central every day discovered that the Sky Club on top of the Pan Am building was still closed after the 1977 helicopter crash – but the doors from the 58th floor stairwell were open, and so was the door from the heliport to the roof! We'd meet up there after school, drink, make out, explore, pee off the side, &c. Here's a random YouTube from up there showing the view.
I'm sure you're right – but it's been like this for weeks and there are cars parked there every single day. There's one there right now. And they don't get ticketed. So... it's a parking spot.
