The MTA reports the average fare paid per ride in it's annual reports. In 2019 it was $2.10, and it increased significantly in the pandemic as commutation ridership dropped.

During the mid-day and late evening, it is more crowded on weekends than on weekdays. During rush hour it is more crowded than on weekends.
Overall ridership is higher on weekend days than on weekdays, but much more spread out throughout the day rather than just rush hour. This has been the case since COVID and also from ~2000 to 2015, but not from 2015-2019.

The justification is that there are many requirements for a shelter that the city has agreed to in its consent order with coalition for the homeless. These "drop-in centers" can't meet those requirements, so the city can't let people sleep at them lest it be found not in compliance.

And if the screener was pass/fail rather than calling people in score order, we'd have more candidates than we could possibly train. It's a very desirable job and it doesn't take any special experience or education to be called for training.

The regulation was changed in 2019 to greatly decrease their expected returns.

That just means it's one of the most desirable jobs, since they call people in score order. It says nothing about the difficulty or appropriateness of the test.

This is a permitted use that is found in the city's zoning plan for the site. If the city council decides that it wants something else there, it can change what uses are permitted there. It does not need permission from the land owner to do so. However, if the government acts such that the owner can't use the land for any productive purpose, for example by declaring the use illegal or making the only permitted use parkland, then that is a taking that the owner would need to be compensated for.

It is scheduled for 26 minutes travel time to 53/Lex. E trains are scheduled to run every 4 minutes during rush hour.

Success Academy offers to rent a 1000 seat space for the DOE for $A/year on a long-term lease.
If $A < $X * Y% + $Z, this is beneficial for the DOE.
