I think you're underestimating the curse of dimensionality. In 500d, most vectors will be far away from each other. You can't just use L2 norm when comparing the vectors in that high dimensional space

The individual steps sound ok, however, if you project 20.000 to 2D, the results you got look very reasonable. I'm not sure about UMAP, but I think for tSNE, it's recommended to have low dimensionality, something more in the order of 32 features. I would probably try to adjust the architecture, as other comments have suggested

How do you plot the embeddings in 2D exactly? What is the size of the embeddings that you're trying to visualize?

Harm reduction should only be one part of the work that is done. There also has to be prevention, treatment, and enforcement.
The problem is, that nobody wants to spend any money on this, except on enforcement. The solution in Philly to let it all happen in one place doesn't work. But the solution is very expensive and would need a coordinated effort across the whole city, which would also lead to more heroin being consumed outside of Kensington

Do you handle the data the same way? Maybe you're loading more data in the tensorflow implementation. It's really hard to tell without seeing the code

The output I've seen from Bing just sounds very much like an angsty teen contemplating the meaning of life. I'm sure you could generate similar outputs by copy pasting some essay of a high school kid following a writing prompt.
