I think a big problem with the Cranston St facility is that many of the people that are staying there are people that have been kicked out of other shelters for the issues you bring up. Fighting, sexual assaults, drug use in the shelter.

I raised these concerns in another post about the Cranston St. Armory. There were some on here that accused me of making stuff up and being heartless, but there are very real issues going on there.

The whole logic of having a school zone speed limits because there's a lot of kids so Yeah if there's less kids there's less risk of them running out in the street .

There's a lot fewer of them and other places kids congregate after school don't have reduced speeds

FYI you don't actually know the code. It's any place that prepares food on site, so if it's a brewery that gets it's food from elsewhere then it's not breaking the health codes.

I like the way they do it in other cities, where the license plate reader is on the police car and it alerts the officer in real time if there is a care that is stolen or wanted for an amber alert or whatever. Then at least it's just streamlining what information the officer can see from where he is and information he can look up from the database. With street mounted cameras you get the surveillance but nobody to act on it if it picks up a hit.

Cops don't give parking tickets in Providence, there are separate parking enforcement jobs for people to go around ticketing.

There are actually multiple companies that do the testing, I think its a bit ridiculous though, especially because it could be a dog walking by that doesn't even live there.

Yeah, it sucks as the law is written it will make you a felon. It's pretty likely that the law will get an injunction against it while the legal battle plays out. I don't know any gun owner that plans to get rid of theirs.

You can submit an online police report.

They could be using them for anything from stealing tools from Home Depot to a drive by shooting so getting that report in before it happens you you don't become a suspect. Then you will need to use that report to go to the DMV and get new plates.

Not every person is a good human being. There certainly are homeless that are good people down on their luck. Being homeless doesn't mean you are a bad person by any means, but there are bad people that are also homeless too. Bad people exist in the world and yes some of them are homeless and causing problems, often for other homeless people.
