What you're looking at is actually a spot where an underground river ends and is close enough to the surface so there's always water there.

I was at the Genocide memorial and museum in Kigali a week and a half ago. His name never appears once and I don't remember seeing the hotel's name either.
That should give you a good idea of who he is.

I probably wouldn't attempt to get there in April. Any bit of mud or wet ground and you're getting stuck out there.
Bisti is good most of the way but if it's wet there is one sketchy spot on the road and walking will be miserable. It's one giant waterless swamp.

I kinda mentioned it in my Instagram post without giving away too much. You won't be able to find it easily without GPS and it helps to have a live overhead aerial map to make sure you're on the right track. It's easy to pick the wrong one and bottom out.
