I live in area where the temp in the winter are -2 - 15 c. I suffer in the cold so I want a realy warm jacket (puffer?). My budget is around 150 usd, any recommendations? What do you think about northface?

Columbia is totally in your price range (new or used) and absolutely BIFL, they are on sale now btw. Otherwise for your budget look at Patagonia used (ebay) as far as true BIFL, which I'm presuming is what you're seeking since you posted it on this sub.
NorthFace, LL Bean, Arcteryx, Rei, Sierra are NOT bifl warrantied (as far as I know), though they may be high quality.
Land's End Stadium Squall. Pockets galore, great hood, warm and windproof, long and has the walking slits to the sides so you can sit down on a snowy or wet bench without getting a wet bum.
Marmot guides down is a good jacket that frequently goes on sale in that price range (not at the moment though I don’t think).

THIS. I got one used for around 35€ years ago and it's the best winter coat I have ever owned. Still looks like new, can be machine washed and go into the dryer, water and windproof and keeps me warm all day no matter how cold it is. I wore it to an amusement park and rode outdoor roller coasters at -4 degrees celsius. Wasn't cold for a minute.
You need to up your budget considerably if you're looking to BIFL. And a puffer jacket isn't going to last a lifetime. They are made to be light = not durable.
I have a NorthFace McMurdo Antarctic expedition parka. It was $750. It is warm AF and it is BIFL. You need to keep saving 😉
I use a fleece zip up hooded jacket I got off Amazon for about $40 and a larger winter jacket without hood over top. The fleece is warm. Just make sure you get a winter jacket that repels water and doesn't let the wind through... Basically a canvas material.
I use this combo to clear snow with my snowthrower on my tractor, exposed to the wind and snow and I've kept warm.
Trick is layers... T-shirt, sweatshirt, zip up hooded jacket and winter jacket. Make sure you have good gloves too. Once your hands get cold, you can't seem to feel warm no matter what (if you're like me).
+1 for Columbia. I think I bought the original bugaboo 3-in-1 on my trip to the Antarctic Peninsula years ago. Granted, it was their summer in February but I did sweat wearing that thing!

I love Columbia's jackets that are fleece lined, but the fleece also zips out. I have had the same one for almost 10 years and I'm always zipping the fleece out to wear it alone. Although it might be a bit above your budget, I'd look for something along those lines.
Second this, I use it under a hardshell when things get seriously cold (-25 c and colder) in the bush when I'm doing fieldwork and it's phenomenal warmth for the price. Got a couple small holes from the rough usage I put it through, but a bit of tenacious tape and it's all set

Sierra designs had a good puffy jacket. I bought it back in 2003 and it is still going strong. Also mountain hardware is a great brand and you may be able buy used.
