Hi, I recently moved to newark from out of state, getting a parking permit would help significantly. I have my NJ license with the address on it, where do I need to go and what do I need to do to get it? Do I need to request paper bills (in 2023) like for the DMV for proof of residence or my drivers license enough? Theres so little information on the city website about it, its honestly shameful.

There is no directions to where that is in the building, cost, required documentation, etc. very basic stuff. Completely useless response.

Welcome to Newark. If you happen to live in the Ironbound you can do all the paperwork at Little City Hall on Monroe Street as well.
