Weight loss is the industry I was thinking of in particular. It's an extremely ineffective industry considering the billions in revenue.
I think the trick is to blame the consumer for not using the product well enough (like Steve Jobs "you're holding it wrong") rather than admit the product isn't all that great.

The actual issue is that people are different and there is no cure-all for the problem. Some people need exercise, some need portion control, some need special diets, some need hormones fixed, and who knows what else.
The industry is profitable because people are desperate enough to try whatever on the change it works.
It's not a conspiracy. It's just a hard problem. Especially considering that most of the industry is just telling you how to eat or exercise.

People will purchase products that are temporarily effective though. They don’t have the foresight to choose based on long term outcomes vs near term.

Nobody will care more for your physical health than you. Outsourcing healthy living to anyone else just doesn’t work. Same goes for financial health.

It's not that the products/diets are ineffective, it's that they're only effective for as long as you use/follow them. That's why many diets fail, because as soon as you stop you put the weight back on.

A convenient design for creating lifelong customers. Who's gonna invest in a permanent solution that curbs hunger when there's a much more profitable way to milk customers?

To be fair, the first one to actually offer affordable permanent solution will steal the whole market. So it's worth it if you have it.

But it requires serious coordination, a product/service that was effective would wipe out the competition

These arguments tend to forget the fact that people don't tend to buy ineffective products.
