Yes, that is correct. And, unlike what was written below your comment, European championships are not counted. Only World Cup.

Yeah it's kind of dumb but you're missing a huge part, those are the 1924 and 1928 wins, the first WC was played in 1930 (bc they weren't going to include football as a sport in LA 1932).

Those 2 Olympic golds were won by the Uruguayan senior team vs other World class teams, as opposed to what we have now were the Olympics are mostly a U-23 tournament
