Ya. Kinda like a tar tar.. the beef at least. The rest of the ingredients were quickly cooked individually

Probably because most restaurants don't want to run the risk of serving raw meat. So you won't see it on many menus

How come when they are very open about eating live octopus and raw liver. But I see, they really do raw meat for bibimbap

Sheer amount of possible pathogens. Most available meat is lousy with bacteria. I would imagine most octopi, especially the little ones being consumed aren’t likely to carry a lot of parasites or other nasties to make you sick. I don’t know about the raw liver though, that sounds sketchy.
