I was wondering how is it possible that the sun appears so blindingly bright even though it's not actually brighter, and I noticed that the whole scene was darkened to help produce that effect.

I used to live in a town that had a levee wall like this and it’s uncanny how much this reminds me of it and countless other little river towns on the Mississippi.

Nah. The Secret of Money Island came out in 1990 and had this level of detail. Monkey Island 2 followed in 1991 and was even better. Tomb Raider 1 (1996) was already fully 3D.

Not bland at all IMO!
The glare version is all about the glare.
The original allows the eye to travel from left to right, moving from the grubby, unwelcoming wall and letting the birds guide you across the landscape towards a brighter, sunnier tomorrow.

Tbh I thought of it as just light reflecting from a window of tall building directly into the camera for a moment. But maybe it's too bright for that, could be a lighthouse

Castlevania 4 on and contra 3 did it on snes

They did, but the pixels were tied to the resolution, the pixel ratio was unafected and there was no antialiasing of it.
