Thinking about Liberty Science Center. My daughters been before and loves it. Never been with her though.

Hudson House of Play up in West New York is fun for kids of that age. It's not far from the light rail either!
Strap that kid into the chest baby carrier and drink 1 pint at every bar in downtown.
If you have a bike, and something to keep your daughter safe in, it should be a nice late afternoon Saturday for a ride around Liberty State Park.
Check out funzy. It’s an indoor playground in Newport. Call before going as they close down for birthday parties.
Not sure how many of these are still going to happen if it rains but there’s a bunch of Easter activities going on which would be fun!

LSC is great for a rainy day and there’s a really good interactive play area for the little ones.

At that age she'll just love being with dad. Walk on the waterfront if it's nice or even a walk around Target if it's raining.

It’s every month, first full weekend of the month. Many museums are included, free admission for the card holder. All over the country. So many in nyc and jersey
Your kids don’t get in free if they don’t have a bank card. But still two adults free is great, and like I said I got my kids bank cards by adding them on an account and they get in free now.
Potential savings of hundreds of dollars if you utilize it monthly.

Central Park Zoo
I know it’s such a cool thing and not well known
If you have a car then Staten Island Children's Museum or the Staten Island Zoo. Both small scale perfect for a toddler, unlike LSC where 90% is way over her head. The zoo exhibits range from petting zoo to a world class reptile collection. Most people here don't realise how close Staten Island is by car.

At 20 months? Pretty much anything. Ride the light rail, take a ferry or two. Science Center is good, there are a few children's play center arounds, but the playground at Newport Green is cool, with a nice view of the city.
Go look at birds or in the wild area of Lincoln Park., or just kick a ball around with her.
Turtle Back zoo in West Orange
LSC has redone their second floor now (not sure how long it’s been since you went) and it is very cute and fun. I’d say a lot of LSC appeal for younger kids, (I took my nanny kid starting from age 14 months), Is fun in the way everything is fun for them: everything is brand new, interesting, exciting. Not necessarily because they care about how trains work or how honey is made but cuz hey… it’s fun to look at a glass pane full of bees

So, a 13 month old is 1. You would also say a 23 month old is 1. The developmental difference between a baby who just turned 1 and is about to turn 2 is MASSIVE and absolutely changes what types of activities will be available/fun for them.
Ok, I admit that it's been a while, my younger is a college Junior! But we always found 'children's museums' better than LSC until they were at least preteens.
