Are you joking? “The fault of the bars”? Throwing trash on the ground is a character flaw of the person who allows themself to do it.

You got to be kidding me. You’re basically saying that these individuals who threw trash on the street away from the bar aren’t responsible for their own behavior. If they left the bar with cans and bottles, should the bar have come down to this street and cleaned up after these people?
