I thought that’s the case, but I’m wondering if you have to turn off your hot water heater? Wondering if with no water the heating element would just burn up.

Technically that's a cold water heater, or just a water heater ;-)

Anytime I’ve traveled and turned off my water, I’ve also turned off my hot water heater.
