I can't find anything about iodized water or fluoridated salt with a quick look on Wikipedia.

The water thing is a couple of things that I think I was confusing. Iodine is a normal part of drinking water treatment (almost all municipal drinking water is iodized to some extent), but iodizing enough for supplementary reasons is mostly used in areas where iodizing other things is impractical or more difficult.
