Neighbors with Overflowing Trashcans?

We moved into a house earlier this year and the neighbors on either side of us have overflowing trashcans in the public alleyway. They both have super sized green bins which are stuffed with so much garbage (some of it not even bagged, a lot of the bags left untied) that the lids are left wide open. In the warmer months the garbage obviously stinks up the entire alleyway in the day and attracts rodents at night. The rodents chew through the bags and worsen the situation. This is the case every week, so it's not just the post-Christmas overflow. Another neighbor who works in trash collection has tried talking to them about their trashcans with no luck. Is there anything we can do about this?

Yes you can complain to the city about it. Start with 311 and DPW.

Your ANC Commissioner should know about it and hopefully they will talk to residents and if the don't comply, the landlord (if different) and also have a hotline to DPW and Dept of Health to send inspectors and fine them.

If not active commisioner, call 311 or use 311 app/site and keep record to make sure service request is handled.

My neighbor almost got a $2500 fine because the trash was so disgusting. If you call someone will come out. If they are renters, send a note to the owners.

311 it! But also - we left our trash cans out in the alley after trash pick up and received a $75 fine.
