I am that poor soul. As a lesson, I have bought balloon inflator and balloons in bulk from Amazon. Thanks for not forgetting me! lol.

Great clips @ portofino is probably cheapest downtown. 18$ ($13 with coupon). My husband is low maintenance and gets his hair cuts there. He likes them as much as his expensive haircuts. There is an Indian lady there and she cuts great.

Try older buildings near downtown if location is really important to you. 280 marin, 270 marin, 135 montgomery may have units in your budget and some apartments have good views with balcony but they are not luxury.
