I have replaced 3 toilets. I would almost rather do that than fix anything inside the tank. On one of them, I laid all the vinyl flooring on the same day as well. It's a very simple job if the rough in is good

The budget is derived from the previous year, but the money itself is not. It's not like they set up a savings account that ended on Dec 31 that they begin drawing from on Jan 1. Tracking cash flow is a job, and it goes from month to month and week to week. And business expenses count against your income in the current fiscal year, not the previous. Depreciation is also a thing, and it's why certain items would be paid for from different funds.

Idk how far you're going, but if you really want the dryer vent through the wall, you could put a header above the entire area. You might need a structural engineer to do it safely, but essentially you'd be carrying the load all of of the cut studs. Also, it's possible the wall isn't load bearing, but there's no way we can determine that remotely.
