Yea, this was known when the underwater part of the tunnel was built in the 1970s. The double decker cars don't fit, but it doesn't matter because they're either used for service to Penn or as shuttles on the non-electrified branches. Most of the fleet is single-level electrics, which can go to any of the LIRR's terminals in NYC.

Not even close. The US spends $4.3T annually on healthcare, which you might notice is several times larger than the defense budget, even if you include things like aid to Ukraine.
The problem is the lack of financial efficiency in American healthcare. We spend far more per person yet have worse health (using life expectancy as a proxy) compared to all other highly developed nations.

Not true, NY gets most of its power from nuclear and renewables.
Even still, burning natural gas for electricity to charge electric vehicles is far more energy efficient and less polluting than combustion engines.

This would have broken ground a long time ago, if East Side Access weren't 13 years late and $8B over budget.
PSA requires the track capacity at Penn that ESA frees up, and the state/MTA only has so much budget to play with.

The post has a terrible title, as usual.
$3.2B is for the entire project, which adds 4 Metro North stations and 1-2 additional tracks along Amtrak's line through the Bronx. It also includes various other power/track/signal upgrades between New Rochelle and Sunnyside.

Garbage from trucks gets loaded into containers and then onto either a barge or train. There's one facility to transfer garbage from trucks to trains in a marshy corner of SI; from here the trains go over a bridge to NJ, and then probably to landfills in the South. There's another such facility in Mott Haven. If that garbage also goes to the South, then trains travel along Metro North's Hudson line to Albany, cross the river, then head south/west. And one more in East Williamsburg, in which case trains would have to go through the Bronx and Albany.
No freight trains are allowed through the tunnels leading to Penn, nor GCT.
