A couple of things to consider:

  1. Resident permit requires car registration, owner's DL, and lease/deed to have the same address. So it is not possible to get a parking permit for someone else, or your own car if these docs are not synced.

  2. AFAIK, each address in JC (or apartment/unit it is a multi-family building) can get at most one parking permit. If the building comes with parking, you need a letter from management/HOA to say there is no more space for you to rent/buy.

  3. I am not sure about the rules posted on your street but usually zone permits are only enforced from 7-9 (or 9-5) on weekdays. In general, they should not ticket you on weekends or in the night, unless there are some other rules like 24H no parking.

Anyway, if you feel you were ticketed incorrectly, you can always appeal it. If there is indeed a no parking rule at 4:40AM, just pay the ticket, then either get a permit or take the chance (personally I cannot imagine someone going out at 4:40AM a lot just to ticket people). Hope this helps.

Not 100% sure but very likely you can find them in 99 Ranch, in the aisle next to the food court. An open fridge has all pickled vegetables, I believe this is some kind of radish. You won't find them in jars, maybe in vacuumed plastic bags?

If 99 Ranch does not have it, H Mart will definitely have it.

This is on Brunswick between 1st and 2nd, sort of the "downtown" area. I drove by this morning and I don't recall seeing it in the morning (maybe just because I was in a rush). I will be more surprised if this happened in the broad daylight rather than last night.

The address verification is definitely tricky. I brought my letters from bank and and property tax postcard. One says Apt, one says #, the lady firmly rejected them because that's not the same address according to her. I was lucky to have another one showing Apt and she accepted it. I'd imagine a normal person would understand there is no material difference between the two and most of times, whoever sends those letters has their own address formatting system to show the "correct" address in their mind.
