If you want other options other than driving, I’d look near the train stations of the lines that serve Newark Airport (Northeast corridor and NJ Coast lines). Not sure how old you are or what social life you are trying to have but most bars/restaurants will be in those areas anyway.

Downtown Newark or the Ironbound section would be quick commutes either way. The ironbound has a big Portuguese and Brazilian population. Lots of great food and a lot of fun things to do in those areas.

Other options probably in your range are Elizabeth, Woodbridge, and Perth Amboy. A lot of those towns are very much neighborhood dependent, but you should be good if you stay near the train stations.

Might also find something in Edison or Metuchen but more family-oriented. New Brunswick is probably the furthest I’d go if I were you. It’s a college town.

Best options are Jersey City or Hoboken if you’re looking for a social life, but you are probably priced out of Hoboken. JC is also very much dependent on your neighborhood. But you would have public transport options if needed.

I am sorry but I don’t know of any. I’m not a car guy, but would be interested to see if there is a market for something like this. Hourly/daily garage bay rentals with basic tools?
