I don't have an answer for you, but just posting to let you know it's not just you. Took me six months last year to get a bogus bill straightened out. And when I was cleaning my office yesterday, I found a $600 bill from VCU from a procedure in June that I paid my portion in full in advance, because they gave me a 15% discount to do so. My last note on the bill is 10/28 - being referred for review. Haven't heard a thing since.

I got an email from Dominion this afternoon stating they were making preparations to deal with outages by staging crews, etc., along with a review of the ways to report an outage.

So 100% yes they are expecting outages.

I live in a 1900 sq foot interior townhouse in Henrico. My electric and gas is around $150/mo total, and sewer and water is $142 every other month. We keep the thermostat at 72 in the winter and 76 in the summer.

VCC died well before 2022.

I suspect, in reality, Henrico is a lot closer to Richmond's number than the number Henrico is reporting. Maybe lower income areas of Richmond are more likely to get tested at health department where numbers are tracked, where everybody in Henrico is self testing?
