The most frightening part to me was the makeshift loop attachment made from zip ties that he used to try and snag her kind of like a dog catcher. The kind of compulsion he must have been under to try something like this makes this guy public enemy number one.

I would think you could just travel to any one of many countries and sell it there. Not sure how reporting sales goes in other places
