Overhead walkways are a dumb and expensive idea that would never realistically work. They are too big for most parts of town, and would inhibit people who can't take steps. If you build a ramp they wouldn't fit anywhere.
Drivers need to be impeded by infrastructure to feel unsafe and uncomfortable. That feeling will cause them to slow down and be more careful 9 out of 10 times. For the 1 out of 10 hopefully they wreck their vehicle prior to killing a vulnerable road user.

What about the guy? I’m pretty sure the man who used to live in it had bounced between MCV area and Lombardy Kroger. He would bike around in the mornings and I would always see him when I walked to work.

I think one comes by pretty often around 2 pm daily. I would normally take my lunch around then and see them pass by when out on Brown's Island.

I know they had a proposed law to legalize stop as yield and red light as stop sign for bikers, but I don’t think that has passed. I wish they would pass the law, so automobile drives would stop bitching about me clearing an intersection.

A nice walk around the Art Museum is great for a rainy or cold day. Sure I've been there plenty of times, but I can move about and have an enjoyable time. If it's not to rainy I'll go for a stroll down the canal walk and the T Pot bridge. The breeze is sometimes harsh, but I rather be outside moving then cooped up in the apartment all day.

With that budget you could probably get a 1b1b pretty much anywhere. If your looking for something new and nice check out the Scott's Collection properties in Scott's Addition by Greystar. They are a bit bougie for me, but you got a pretty nice budget.
I rent from Legend Properties, and have enjoyed them for the most part. They have quite a few properties scattered around the Richmond area and would also be a great choice.

I moved here 10 years ago from Manassas. It's alright, but I prefer it here. I'm trying to buy a home at some point before the prices get out of reach from our new NOVA neighbors.

I hate to say it u/mrstillbirth, but your the traffic. Urban sprawl, reckless driving, and poor alternative transportation options has cause more and more traffic. I'd suggest moving closer to work, getting a job closer to home, or commuting by bicycle.
The times I find my self navigating the city by car has not been so bad compared to NOVA traffic, so I consider ourselves lucky.

Okay, so it wasn't in Richmond, but if you guys have ever heard of Burger King it's a great spot. I got the Ghost Pepper Whopper at their Gainesville location. I'm pretty sure Richmond has a location too. It was amazing, an actually spicy food item from a restaurant. Usually these products are advertised as spicy, but hardly have any heat to them. I'm looking at you Chick-Fil-A. Hard pass on Gainesville, but I got to advise you all to go try it for yourselves.

I went to one in Manassas and got the Angry Hot sandwich. They did make me sign the waiver, but I think that's just for show. It doesn't seem hot enough to actually warrant that, but compared to other restaurants' "spicy" food it was actually spicy. I was sweating a bit.

Do you know how many intersections there are in the city? Do you honestly think there is room to build pedestrian walkways over every intersection? The sidewalks are not wide enough to support that sort of infrastructure, and people wouldn’t want to walk up a full flight of stairs to cross the street.
