Hard to say. Maybe if its the least used? Check the flapper hole, make sure nothings holding it open and push it down to ensure its sealing, check your cold inlet, make sure its all the way open, and CLR the tank. One of those 3 will fix ya.

Your fill valve is staying open. Might be some crud in it, or its worn irregularly. You can take it apart and check, or try some clr. Let it sit in the tank overnight and flush a few times, see if it stops.

I've think the concept has some merit (not lethally armed, though). Police consistently use "fear for my safety" as a reason to use lethal force, even in situations it's unnecessary. Using hardware instead of humans would negate that argument. Load them up with LTLs and cameras, and speakers. Use them in any scenario that they feel an officer would be endangered. Barricade situations, hostage situations, high risk traffic encounters etc. If they encounter a sketchy situation, pull back and await assistance. It could be win/win for both police and anyone forced to interact with them.

Lots of retention holsters are actually known to be the cause of ND's. Serpas are one example. Leather holsters can also wear and pinch, which can catch the trigger when holstering or even while moving. The Wal-Mart nylon holsters are just as prone to do it as an old leather one. Pair that with a safety free Glock with a 4.5 lb trigger, yeah it's pretty easy.
