There’s not much to see. I believe it was William Donald Schaefer as Mayor of Baltimore that fought for and won the responsibility to maintain the roads within the city. Along with that responsibility comes a pot of money.
As for the ramps from Key Highway, ramps to 895, etc…some of that is questionable because the property ownership is ‘ambiguous’.

The county funds about 82% of the library system’s operating budget. Additionally, the budget is submitted to the County Exec for review and approved by the County Board.
“But library staff, including President and CEO Tonya Aikens, would not fully participate in the inquiry and steered auditor questions to its lawyer. It says that as a state agency it is not subject to oversight by the county auditor, and library staff have denied any wrongdoing.”
I’m confused as to how they are state employees.

State roads outside of the city are maintained by MDOT SHA. The toll tunnels/bridges and the approaches to those facilities are maintained by MDOT MDTA. The elevated portion of I-83 may still be maintained by MDOT SHA.
