seems misguided to target the establishment as opposed to the people committing the crime. they have a right to be open and do business. hookah's popularity is wider than folks who shoot each other.

Generally when people say Philly is the economic powerhouse of the state, it's referring to the metropolitan area, which extends beyond the county. The speakers in those links are nonsense, as the suburbs and main line are as reliant on Philly as it is on their resources and capital.
That said, OP, you seem to have a chip on your shoulder.

just a couple weeks ago i was halfway across the street at a two way stop and looked to my left, saw the approaching car's interior light on and the driver looking down at his phone, speeding towards the stop sign. i hustled to the other side of the intersection just as he looked up and slammed on his breaks in the middle of the crosswalk. my wife was on the other side of the street kind of cautiously looking at him to see if he saw her.
he waved at her and started cursing saying, "i'm not gonna fuckin run you over!" and started cursing us out for... walking? i yelled some choice words at him back, he asked me if i was a tough guy, and then he sped off.

That's just called voting. There's nothing nefarious about that unless you don't want people to vote. Ballot harvesting explicitly requires physically collecting and submitting other people's votes on their behalf.

Just to be clear the definition of ballot harvesting is specifically the third party collection and submission of other people's ballots. Just assisting people with voting, even if it's door to door, is not ballot harvesting, nor is bussing people to the polls.

Feels a bit militant in green and black, and a bit depressing in rust. I hate to say I like the blue and gold the best, however I think blue and black could work and it would also reflect the memorable horses featured on the current flag. I also immediately interpreted the stars as Philly and Pittsburgh with the "the rest of the keystone state" in between. I'm also not a huge fan of the stripe directly on the fly end. Maybe it would be easier to just make it two stripes to symbolize the second state, with the keystone in the top left? I'd be curious to see it with two horizontal stripes instead of two vertical as well.

my guess is the water supply remains drinkable and they don't issue an alert to stop using it
