Most towns in NWCT don't have hotels/motels. The only ones who really do are Kent and Cornwall, and they ain't cheap. I'm not sure about AirB&Bs. That being said, the Appalachian Trail runs through there, and you can do parts of it with varying difficulty levels. I would also recommend hiking up to the top of Bear Mountain in Salisbury, as it's the highest "peak" in CT, and on a clear day you can see all the way to Vermont.

You don't say where you are or who your provider is, (which would be helpful, but here we are), but it is possible that a cell phone tower in your area went offline or is having issues. No one can possibly know the answer to your question without those two pieces of information.

It can be depending on what you want to do. A lot of the car clubs race there. It's not like the Nurburgring where you pay a tenner and get a few gos around, this is true. And nothing in CT is more than a couple hours away. It's worth the ride. It's a gorgeous track and super fun to drive around. It's worth the cash.
