Probably 2-3 billion, this would require 2 movable bridges, elevated guide way and a tunneled section will stations.

Does not seem like a bad deal considering the amount of under utilizes real estate it would open up for higher /better use. At the rate we are printing money; this is a drop in the ocean 😋
