Comment for visibility. This is the only true answer.

Search google maps for “Fucking” and choose the result in Austria. You’ll see it’s a landmark. So, there is weather data for the city of “Fugging” as as for the landmark “Fucking, Austria” which shows up as “OwO” in the weather app.

Looks like no one figured out the pattern yet but it is only OwO on Fahrenheit.

Incidental though, it doesn’t change to OwO when you change unit, so I guess US phones only.
