Anecdotal, but I've heard that you can call the city and they'll put up a light shield to keep it from blinding you in your house.

The best sour beef & dumplings I ever had was from "German dinner" that ran some weeknights at Duesenberg's in Catonsville. Unfortunately the lady who did those dinners stopped that at least 10 years ago, and Duesenberg's is gone.

I had to do this once. I needed a police report for an insurance claim. The officer who filed the report gave me a note with the report number on it and a number to call to get the report.
I called the number, and it was just a voice message with instructions to mail the request (and a list of what the request needed to include) as well as a self-addressed, stamped envelope and a check.
Honestly, what the fuck? If you can't put this process on a website, at least put the instructions on a website! God damn.

I'm visiting Melbourne, Australia right now, and the trams (light rail) all interact with traffic in some way, including stopping at red lights and sometimes waiting for cars.

Correct. Your costs are smoothed over a 12-month window so that you pay the same amount each month.

You don't get a huge bill later. It rebalances once per year and your rate will go up or down based on prior usage. The idea of "budget" billing is less about reducing your bill and is more about making your bill the same every month so you can count on it as a fixed expense.
