What do you think a ground based solution is?
Because an orbital tug is definitely not ground based.

It will be 30 years old at the time of decommissioning, it already has several permanent leaks.
We totally should fund commercial leo though so that replacements are up by 2030, but this budget request asks for no additional funding for that.

UN frameworks are adhered to in the vast majority of cases. The Kyoto protocol f.eks. was actually overachieved by everyone that didn't leave it.

See it like growing up, as a Kid we are unseprable from our mom, but as we grow it we move on.
We still love our mom, and we will visits, and make phone calls, but one day, without really noticing, 'Home' becomes where we are, not where we came from.
Earth will always be special to us, but that does not mean we can't or shouldn't grow beyond her.

You can say many things about it, but the US has done more for planetary science than the rest of the world combined.

Both is true, ESA wants to investigate how different disabilities affect people in space, and so they set out to find people with physical disabilities that were best suited for Astronaut work.
We gotta learn from somewhere, and as Spacetravel becomes safer, we can send people with less narrow requirements than traditional Astronauts.
It used to be that Astronauts couldn't wear glasses, but now they can.
