The title does not mention or imply severed spinal chord, it just says "permanent paralyzed". Nothing about the how it's permanent.

Saying "both are effective at around 30%" does mean that the combined pair totals 30%, it's that both individually are around 30%, making them equally effective.

It will help some and improvements and growth in knowledge in things involving nerves are all long terms advancements to these more severe examples.

Not to mention that someone would obviously be dazed after a suddenly airbag explosion, it was likely a moment of surprise and then loss of consciousness before what had happened could even get processed

The brain being smaller doesn't neccesarily mean we are getting stupider, the correlation between brain size and intelligence is weak.

Aren't we getting weaker too? Something like the grip strength of humans who were hunter gatherers far exceeded modern day?
If so it's like we're redoing our fallout built and moving stats from strangth into intelligence
