What approach do you want? You can shore up the room to prevent heat loss $$$$$ or you can oversize a heating system to keep it warm $$$?

One involves a GC to help, the other a HVAC contractor.

I have the same issue in a very old house. The best long term is to get a GC to tighten your building envelope but the most costly upfront. The most economyupfront is to just oversize a unit but not economical long term.

While not uncommon it seems, unless you admit to it, it would be very hard to prove and hold you liable especially if you live in a large complex.

It is a state program that one of the sources for funding for it is utility companies, it was overhauled last year by the state:

While slow as fuck, i have no had any issues get any of my rebates from mass saves for my HVAC installation, washing machine rebate, and heat pump installation.

A big part of the current rebate is integrated controls, which defeats the whole purpose of mini-splits efficiency allowing for controls of individual rooms but that's off topic, so if you're unable to prove you had it installed you're not eligible for the rebate, but your contractor should be able to itemize the final invoice for you.

I'd imagine over the pandemic a ton of people bought houses and realized holy shit my boiler is how old AND I don't have AC!? So the demand has sky rocketed, while employee pool for trades has not kept up, arguably even shrunk as people retire.

I imagine people in the trades will make a killing over the next few years.

Does the lease prohibit you from doing it yourself?

Otherwise if they’re like most management companies in the area ignore the request and they’ll likely forget about it. But be warned This has been a very mild winter so far, keeping those units in might be a bad idea if it gets bad out. Worse case you can wrap towels around them.
