When I had that issue I contacted Welch and it was fixed immediately. But may be different now that he's in the Senate. Try Balint

You know what, I moved here because a job needed to be filled. I pay my taxes and volunteer for the community. I fight for more housing and jobs. And I'm sick of people who happened to be born here thinking I shouldn't have a say.

I had a similar issue in a smaller scale. Live in a development. My neighbors' kids played in our yard. At first it was just occasionally crossing over, then full on playing in the yard. If they had just said "is that OK" I would have said yes, as they were being respectful. But they acted entitled. Soon enough they were leaving trash in our yard. So we got a fence.

Sorry this isn't helpful but I wonder how much of the housing shortage comes from VT law limiting landlord rights. I considered renting out part of my house but heard so many of these horror stories I figured it wasn't worth it

I know this rubs some the wrong way, but finding a good faith community helps. Progressive churches especially welcome anyone, and give structure to otherwise open time. They helped me a lot with i was single and friendless in a new city
