Your Friday afternoon journey from dca to iad should be easy any way you take it but if your morning flight is delayed even just an hour I'd suggest against taking a car/Uber. Reason is the road from dca to the beltway is hov-3 afternoons otherwise consider it an as afternoon toll road and it's not always cheap. $9.25 was the toll for a 3:15pm entry into 66 continuing tonthr dulles toll road (which is not a toll road if you are going to dulles airport) Friday the 24th. Expect it to be much higher as the weather gets better.

Yes, this. Take the Marc train from Union station to Martinsburg WV. M-f first train leaves at 3:30pm last train leaves at 6:20pm. If you miss that you have to transfer to a bus, see timetables. If you want to make the trip a little easier consider flying to DCA. You will probably have to change planes at a hub like Chicago or Denver but DCA is so much closer and easier to travel through. It will be worth the layover and the extra expense so you don't need to take a taxi or an excessively long metro ride. Also DCA early afternoons is not an expensive taxi to Union station if traffic is light. Traffic gets bad at 3:30 from DCA coming into downtown. After 4:15 definitely take metro from DCA to Union station.

If you get a hotel and want to check out some of what DC has to offer just Priceline it and anything but the red roof and the days inn will be nice. DuPont / Connecticut avenue / foggy bottom are nice neighborhoods to name a few.

That walmart was great when it first opened. They had registers open, custometr service, minimal harassment upon exiting the store, they had express lanes opened (the counter behind the regular registers, accessed to the far right register), they had a hot lunch counter, they had ready to eat sandwiches and salads, they had an awesome pharmacist who went out of her way to find huge savings on some Rxs that my insurance wanted me to pay a fortune ($300+) for. And the parking lot was free and mostly empty. It was a great walmart. 10 out of 10. even better maybe.

These days If i need a product thats a clear wal mart purchase (Like a car battery or a prepaid phone ) I drive to landover hills maryland because that store is tolerable. (and next to a royal farms chicken). I dont go to the h st wal mart any more.

If they are still working in your area they probably continue to do the same thing by moving signs around and then calling to tow. They know what they are doing.... If you need help looking up this stuff in TOPS there is a ddot approver and they probably would like to know they are approving permits and they need to issue a reminder of the rules perhaps.

OP - curious if DPW had photos uploaded to TicPixor if the NOI was issued with no photos taken.

If the ticket was for emergency no parking (paper signs) they do have to print them up 24 hours in advance. I'd suggest looking up the permit for the no parking and the approved TCP plans on the DDOT TOPS site and reach out to the approver on the tcp and inform that person that this contractor is not placing signs properly and also submit a request for reconsideration and 2nd request to contest the ticket. Letting it go to collections and not informing DDOT that the signs aren't posted properly is not going to make the situation get any better. It takes some time but it helps.

Maybe OP can clarify some terms for us Washingtonians (yes we call ourselves this even though it conflicts with the previous usage that we never say we are from Washington) these three come to mind, one is the name of the island I know but the other two? Political terms for countries that are both separate and together?

Here's how you'll win: Per ยง 50โ€“2209.02 you should have been issued a notice of infraction and summons if you were in fact just blowing through photo stop sings. It would have been mailed to you by or under the direction of the mayor. This is the entire basis of the photo enforcement system, is that you are cited via a NOI sent to you, by the mayor. I've never seen those ticket mailers with the ridiculous generic web sites actually say or resemble a NOI.

Does yours? Maybe its changed. I doubt it.
Remember A NOI is DPW parking ticket form and its almost the same as the uniform citation MPD writes for moving violations. It is a standard form, it is not a 8.5x11 print out from a color laser printer. DC DMV Adjudication services needs to dismiss whatever cazy papers lockheed martin or ACS whomever they call themselves mailed you.

It's been a bit but last I was there the h st curb parking lane was barricaded off and had been for some time, so naturally the middle westbound travel lane was full of parked / loading vehicles leaving only one usable lane to drive on. Just a couple of years ago the entirety of H st was a rush hour no parking zone. It seems unlikely that particular Wal mart will get better over time. When they first opened everything was top notch there. Coming into the garage via 1st from K Street instead of H seems to be good to get around the standing vehicles blocking the garage.

Where is your hotel so we can recommend the best pot for you? Some hotels may have valet space out front they would just hold your vehicle. Maybe embassy suites, not the JW Marriott, not the Willard, maybe Westin yes, marquis no..... Just varies on location.

Some options - Outdoor lot between 5th and 6th NW, New York and K Streets - I've never parked there but I'd imagine it's available overnights.

Above ground garage at Giant Food 1300 blk Park Rd NW - no barriers to enter and ramp goes to top level with no overhead obstructions

Howard University pay lot - outdoors, no barriers overhead, 2235 8th St NW

Eckington, between Q and Quincy is all RPP zoned. If thats your address on your ID you should qualify for the RPP. No other streets in that area are RPP zoned, Q, harry thomas, all unzoned, uncommercial areas.

When you start the petition for the RPP block print out a petition to stop street sweeping while you are at it. Prevents the weekly tickets and moving cars and tickets and fines when you know they rarely if ever come by and sweep anyways.

I did a street view around the area of the park and if I had to guess the reason you can't get an RPP and the reason there are no RPP restrictions in some areas is probably because no one has petitioned for the RPP. It looks like parking for the area across from the park is is actually 2 hour multi space metered as well, is that still in place and does the multi space meter work? Your neighborhood does not seem to look like the type where the developer agrees with the local ANC and future residents can't get parking passes. Usually there are places like Georgetown or west end where existing residents don't want to lose parking. I don't feel that was the case in eckington prior to recent development but I could be wrong.

Can you share the verbatim text in your lease that prohibits getting a parking permit? Honestly I think you may just fill out the petition to zone the block for RPP which will normally allow you to get an RPP. Once you have the petition filled out someone will work with DDOT and at that point can ask that they zone all of the curb space adjacent to the building as RPP not just the side where everybody's Street address is. There are a lot of funny parking signs there - MPD, Fire Lane, Fire Marshall, etc. They look like generic signs that a developer put up for the sake of putting up a sign. Or for selling parking garage spaces.

I don't think you will get much push back for zoning the block for RPP your building contributes aot of curb space to the zone and ther really isn't any reason for other existing neighbors to not want that zoned RPP - unless the goal is parking garage revenue by developer but they have accomplished that goal already it seems.
