Do yourself a favor and forget the train and bicycles. Drive. It's going to be April. It rains a lot in April. It's cold. It's windy.
If it doesn't rain, it'll probably snow.
You probably won't be star gazing too much because of the rain/snow clouds.

Did Zillow send a qualified appraiser with local knowledge to appraise the value of the house, or did they simply use some sort of algorithm?
Zillow's estimates are just estimates. Not appraisals.

When it's 25° outside, and you're trying to heat the house to 65° you're trying to add 40° to the house. When it's -15° and you're trying to heat the house to 65°, you're trying to add 80° to the house.
So, it's normal for the furnace to need to work twice as hard on a day like this If your heating system would need to be working at greater than 50% capacity under more typical conditions, than it would be expected to struggle on a day like today.

I'd consider NY to be one of the surrounding states. The Chesterfield, NH liquor store is closer to Albany, NY (82miles) than it is to Portsmouth, NH (121 miles). There are usually vans with NY plates in the parking lot.

This is based on sales, not actual consumption. Our state liquor stores do a great job of marketing to the surrounding states.
I mean, hell man, we've even got state liquor stores at interstate highway rest areas. And there seems to be a liquor store within 5 miles of every border crossing on every highway that enters from another state.

There's not a huge difference in preparedness between -15Fand +15F.
It's (literally) just a matter of degrees (bah dum ching!)
But in all seriousness...
You'll go through heating oil faster. If you park your car outside, it might be hard to start if the battery is old. If your cars are parked outdoors, you might want to add some fuel line antifreeze to the fuel tanks. It's basically just isopropyl alcohol. If there's any water in the tank, fuel filter, or lines, it'll prevent it from freezing.

The 4 safest states are Massachusetts, Rhode Island, New York, & New Jersey. So, I'm not sure the lack of diversity rationale is going to be supported, here.

A quick bit of googling shows there's a high correlation between the states that have annual or biennial safety inspections, and the states that have the fewest traffic fatalities per capita. So maybe that's the answer.

Go with more experienced hikers (more experienced with winter hiking, and more experienced in the White Mountains). Hire a guide service if you don't have experienced winter hikers in your social circle.
Start with shorter hikes to gain experience.
