They're not allowed to work on the books legally. But most work. Most places rather pay them low pay then to pay somebody legal with papers more money. So yes most of them work off the books on top of collecting the benefits from the city and government

I work in a parking garage. You'd be surprised how many of these cars belong to military people and cops/corrections.

If you don't feed them or bother then they won't bother you... These raccoons in my backyard everyday. When they see people they run away. Landlords can't do shit about it. Animal control won't do anything unless they become a threat. It's illegal to kill them so just lesve them alone
