No, people just generally suck at driving in poor weather.
I've never owned an AWD and it's never mattered, because unless you live on a nasty hill, there are generally ways to avoid nasty hills.

I mean, you can go on Zillow an see what's available in the city for under $100K. You'll have to scrutinize, since houses that cheap tend not to be in great condition, since most of the housing stock in the city is quite old.
You can also punch some numbers into https://pittsburghpa.gov/finance/property-tax-worksheet to estimate your tax burden.

Like everywhere else, in Pennsylvania the cities are blue and the empty space around them is red. Most of Allegheny County is probably fine, as the suburbs are mixed and the quality of schools tends to increase the farther away you get from the city.

I would take it farther and restrict short-term AirBnb-style rentals to only your primary residence. If you want to rent out a whole building like that, get the proper license. Speculation makes it attractive to just buy up a bunch of properties and rent them out based on the minimum requirements you can get away with, so raising those minimum requirements off the floor is where we have to start.
