I live in the building too, and we almost rented on your floor when we moved in 5+ years ago. Thankfully we didn't, it seems like all the issues you hear about are 4th floor and lower. I'm sorry this is happening to you.

One of our fellow tenants in the building works in the DC office of the tenant advocate, I don't know their name but I did see them in the last week. They mentioned offhand sometime last year how our building, relatively speaking, has few complaints. But I'm sure that doesn't provide any solace when the trash compactor starts up at 1am. Anyways, you should definitely reach out to them. They'll let you know legally where you stand.

Is it like a tanning booth? That's the only thing I could think of to compare it to. Also why not go to a tanning booth, don't those bulbs also give off infrared wavelengths?

I live at Capitol View on 14th St, and the floors and walls are thicc. As you said, nothing is 100% soundproof, but both my partner and I work from home and we've been grateful for how peaceful it can be here.

I'd look at units towards the south end of the building, where you'll have fewer neighbors and foot traffic. The building also has plenty of community space and amenities, is above a grocery store, and is a block from the park. If you visit, let me know, and we can show you around the building, plus our studio if you would like, and answer any questions.

The unit I'm about to link will have a view you'll shit yourself over. I'm not joking; one of the best in the city. We're two floors down and south facing too, and it's one of the reasons we've stayed here for going on 7 years now. The unit I'm linking is a studio, I find they have more usable space than some of the one bedrooms. Plus I think it will have a Juliet balcony so you can open it up fully and get plenty of fresh air which is such a plus when it's nice out or you burn dinner.

Had two active dogs and lived many places in the city, also love our green spaces, I'd suggesting looking for places around:

  • Meridian Hill park (it's large as far as parks go, and this is the most dog friendly area I've ever lived in)
  • Rock Creek park (it's massive so prioritize being near an entrance or other landmark within it)

Alternative possibility, some trainees for three letter agencies / military programs have to go out and track a random person for a number of hours and/or collect info on them. Could have been malicious, that would be my guess, but also could have also been three guys who failed their assignment.

My dude! I LIVED and DIED by the thrift my first 5 years in DC. Many of my favorites have closed but I've got a few suggestions left for you.
