Anything from the train derailment is long gone. You should be more concerned about local air pollution sources like power plants, asphalt batching, and diesel exhaust. Not to mention the multiple quarries in Rhode Island that don't do adequate dust suppression and blanket the neighborhood with silica dust (carcinogen)

however if your heart is set on it, you could run method 8260C on liquid water. However, there's nothing specific about snow that would change the results vs all the rain we've had since the derailment.

I work in the environmental field, and while I don't know anything about the CCRI program, my long-term advice would be to become involved in as many projects and internships as you can handle. It will help ALOT in both your understanding of the material and real-world applications, And help you get a job. Every regulatory agency hires interns almost year round, although more in the summer, and they usually post them in april-may. At RI DEM, something like 75% of the interns end up with full-time jobs (although I don't recommend working there long term, it's toxic af).

The phishing happened frequently enough on a box on Promenade Street they removed the box altogether. Its was next to a State Office (DEM) and over a 6 month period I knew of 12 people who put mail in that box that was never delivered. 3 had identities stolen, not sure if its related or not. It seems crazy to me, but I guess people are still mailing cash or paperwork that has sensitive info that assholes will steal
